Observation

After completing the complaint assessment Licensor Severson determined there was enough information available to indicate, more likely than not, that a supervision violation occurred, as the child was able to access a cutting tool in front of her teacher, that was changing a child's diaper, unaware of what was accessible after in the cabinet that was opened by a child, as another child was able to access the cabinet following, accessing a sharp object, resulting in a the child cutting their finger.
